1026: Werewolf bane Quest not available

Description

i wanted to do the werewolf bane quest which gives you a lvl 45 weapon but the npc does not give the quest.

Reproduction Steps

1. lvl to 43
2. try to get the quest
3. find out the npc does not talk to you

Intended Behavior

intended behavior would be that you get the quest with lvl 43
