Upon completion of Hibernian quest *Fagans Wand* my cloth wearing enchanter was rewarded Leather Boots.
1. Complete quest *Fagans Wand* (starts at Nyderra in Ardee) with cloth caster
2. try and put the rewarded boots on

According to Allakhazam, reward should have been *Boots of the Wicked Mage* which are cloth and have +9 constitution and +7 quickness
