Hill scrags were and are supposed to be the way Tailors get decent ammount of leather "Bounder Fur" for progressing on their skill by farming these mobs. I have clocked over 100 kills in Pennine Mountains and not a single drop. Yes they do have the world drop generator but not their native drops. I asked a cabalist who had been the last 2 levels farming on them and he said the same thing just coin.
1. Kill a Hill scrag
2. Repeat
3. No Bounder Fur drops
