1118: Mid: Old Smoke OTD quest is missing

Description

When killing the mob "Old Smoke" in West Svealand, Midgard, an OTD is supposed to drop. It does not. Level 16+ quest

Reproduction Steps

1. Locate Old Smoke in West Svealand with a lvl 16+ character
2. Kill it
3. Recieve nothing.

Intended Behavior

It should simply be implemented.

Note that his roaming pattern is logged in this quest too, im not sure if he currently follows it or not.
