As it is for now, we can put procs on weapons ONLY if (proc level) >= (weapon level).
With this odd behaviour, procs are only usable once in 5 levels, here look :
- level 20 : you have a lvl20 proc on a lvl20 weapon, all is OK.
- levels 21-24 : you can't use lvl 21-24 weapons if you want a proc on it, because lvl25 procs are still too gigh for you but already too low for your weapon...
- level 25 : same as lvl20, OK
- levels 26-29 : no procs...
1. Have a set of (simple crafted) weapons ranging from level 20 to 24, and a few level 20 weapon tinctures
2. Try to apply a tincture on each
3. See the message and the result (or lack thereof ^^)

Fix : Suppress this limit compeletely
Reason : there's no point limiting the level of the proc that is applied on a weapon, because there's ALREADY a very effective limit in the proc mechanics : if the character is of lower level than the proc, it doesn't go off. So why ALSO put a limit on the weapon ? It totally breaks the feature...
I know a player's memories can't be evidence enough, so I've looked up alchemy guides, they state SPECIFICALLY that we CAN imbue an item of a certain level with a higher level tincture, even if it's "potentially" suboptimal :
