Level 24 cloth items: Pain Delved Gloves, Helm and Sleeves cannot be salvaged. I have successfully salvaged level 25 cloth vest and other Pain Delved cloth armor (e.g. Pants, Boots).
My Tailoring skill is 603, as is my Clothworking skill.
1. Make a Tailor with 600+ skill
2. Right-Click on Pain Delved Gloves in inventory
3. Choose "Salvage" option in item window
Allow Pain Delved Gloves, Helm and Sleeves to be salvageable; just like the rest of the Pain Delved armor.

I can't see any proof online that suggests these items should NOT be salvageable. The fact that some of the Pain Delved cloth armor CAN be salvaged indicates that either they should all be salvageable or none of them should be. I'll leave that up to you.
