0121: Necromancer HoT spells have incorrect Range.

Description

The Necromancer HoT line of spells is not functioning properly due to having incorrect range. It is supposed to have 1500 range. Even the spell line tooltips state it is 1500. It's not. It will not even currently cast at 600 range. We will use the spell Regenerate Blood for this test.

The spell is cast by the shade. Once it is cast, the pet will 'fire' the spell after it's next action. An action is either a melee swing, or finishing a prior spellcast.

Reproduction Steps

1. Make pet Stationary. Move 600 units away. Try and cast the hot.

Intended Behavior

Implement the correct range on the Hot which is 1500 units. The shade should be able to move away 1500 units from the pet and cast the spell which the pet should 'fire' after it's next action.

Evidence

The in game spell information delves that this is supposed to have 1500 units range. It does not. My video proves it is not working properly.
