0013: Esc menu cannot be enabled

Description

I enabled the esc menu in launcher preferences, but the esc menu does not come up in game.

Reproduction Steps

1. Uncheck "Disable esc menu" in Launcher preferences
2. Connect to Uthgard
3. Hit esc

Intended Behavior

Enable the esc menu when "Disable esc menu" is unchecked in launcher preferences. Better yet, have esc menu enabled by default.
