1363: Cant get the Tomte Plot quest in Audliten

Description

Seems that the Tomte Plot quest is missing or not working as intended because when I go to the npc Thorgil at liv 15 he doesn't give me the quest.

Reproduction Steps

1. get a level 12 character
2. interact with Thorgil in audliten
