Quest is missing from game. Should be available from level 15 to level 20

Reproduction Steps

1. obtain level 15
2. attempt to obtain quest from Agnor Crusher in Huginfell
3.

Intended Behavior

Quest should be implemented at patch level from Agnor Crusher in Huginfell
