Description

Mid quest Living Warning is missing. Quest should be available from level 21 to 50.

Reproduction Steps

1. Obtain level 21
2. Attempt to obtain quest from NPC Gudlor.
3.

Intended Behavior

Implement quest per patch level. Quest should be available at level 21 from NPC Gudlor.
