In Abermenai, the Master Ranger from the Hib PK is too far down the hill. (See Screenshot)
1. Be level 15 - 19 and go to Abermenai
2. Head to the Hibby PK
3. Die to the Master Ranger
The PK Guards should not leave the PK.
I'm not too sure about the normal behaviour of the Abermenai Hib PK Guards, however over on the Mid/Alb side you can get a lot closer as the guards don't leave the PK
