Arrows that are bought from a vendor will not stack with one another if they are bought from 2 different vendors. Additionally, if you have partial stacks from the same vendor and log out, they will not be able to be combined into a single stack when you log back in.
1. Find an arrow merchant
2. Buy any type of arrow
3. Go to a 2nd arrow merchant and buy the same arrows
4. Note they do not stack with one another
5. Split one of those stacks into two stacks
6. Log out and then back in
7. Note that the split stack can't be put back together
All arrows of a given type should stack up to 100 regardless of who they were purchased from or whether you have logged out or not. It seems that arrows are being given different item IDs or something when purchased from different vendors.
You can go onto the live game and see that all arrows of a given type stack with each other. I can record a video of that if I must but this is really common sense.
