The Mob "Cornish Hen" in Cornwall is not charmable by the minstrel charm ( Doesn't matter which lvl of the charm). Like it is listed on the link below, these mobs should be Animal Type and therefore charmable for minstrels.

2. See the Message that this Spell does not Charm this Type of Monster

Change the Monster Type of Cornish Hen's to Animal
