I farmed Midar with my Menta and had a Enchanter in my grp as well. I doted Midar and did the usual run and reset game. During this I saw that i get speed after a while even if my dot is stil ticking.
Useally you should get speed first when the last tick of the dot ends and additionaly the aggro timer is gone.
I did both single dots with my Menta. I did not check if it only appears with one of the both dots a Menta have or if this is an generell issue with all the dots. (eg poison)
1. Dot a mob with enough hp and a have a speeder in grp
2. wait till speed goes on
3. and check your dmg message in chat window.
As mentioned above, you should just get speed after aggression timer has ended. This includes that agression timer (or whatever is the right term) starts when the last tick of the dot run out.
I must admit i did not foudn an evidence about that in the I-net. As evidence I just have my experience as a player.
