Reproduction Steps

1. Level 17
2. Talk to Lillian Brydger at West Downs
3. Receive "Delivering Heirloom" quest
4. Receive quest item
5. Realize that you can not give the item

Intended Behavior

Please remove this quest permanently. See also issues 1606 and 1521 as history.
