When "No Tooltips" is selected, it functions as normal. However, once you log out and come back later, "No Tooltips" is reset to the default option "No Delay."
To turn "No Tooltips" back on, you have to select "No Delay," hit OK, go back in the Game Options and reselect "No Tooltips."
1. Attributes Tab -> Options -> Interface -> Tooltip Delay -> Dropdown Selected to "No Tooltips."
2. Log out, log back in. May need to log into a different character, then back.
3. Profit.
The intended behavior, I assume, is that the "No Tooltips" functionality is saved with the character in mind.
I have no evidence, just assume this is the intended function of the tooltip delay.
