0168: Guildmaster: /gc edit 0 claim N<---bugs that command

Description

I accidentally typed (brain fart)
/gc edit 0 claim N
-the guildmaster can no longer claim keeps.
-the guildmaster can no longer edit the other ranks to claim keeps.
-the guildmaster cannot fix this issue by him/herself.

MORE:
-the guildmaster cannot use or read /gu chat upon forming a guild (I had to type /gc edit 0 gchear Y).
-emblems cannot be set for free the first time.

Reproduction Steps

1. form a guild (be the guildmaster)
2. type /gc edit 0 claim N
3. type /gc edit 0 claim Y

It will say that the guildmaster does not have enough privileges for this.

Intended Behavior

-enable all privileges for guildmasters automatically.
-prevent guildmasters from editing rank 0 commands to N.
-enable an emblem to be set for free. Only further changes have cost coin.

Evidence

Guild development and set-up cannot be progressed f the guildmaster accidentally blocks him or herself from editing the ranks.
