1713: (Alb) Hunt for Slith obtainable above max level

Description

Not sure which of these behaves odd, but I guess one does. Need more input please.
Tried to do 'Search for Sil' on lvl 40 Necro, after completing it on lvl 7 Theurgist, but didn't got it offered to me. Looked on Allakhazam to find it has a max lvl of 12.

Wandering around, I get offered to do 'Hunt for Slith' which also has a max lvl of 12. Which is behaving correctly?

Reproduction Steps

1. be 40
2. leave Camelot through the North Gate
3. get offered to do a lvl 7-12 quest.

Intended Behavior

Either make 'Search for Sil' also available for player above the max level, or make 'Hunt for Slith' unavailable above 12.
