The cleric level 39 healrpoc and possibly the other ones too have a proc chance below the tool tip of 10%. Afaik the proc chance on live was actually higher than the tool tip said, but that I cannot prove.
1. Use cleric healproc
2. Let yourself get hit
3. Observe healproc rate
The reactive healproc should fire at least 10% of the times you or pets get hit.

In the chatlog you will find that my pet was hit for 534 times but the healproc online fired 45 times.
That is substantially below 10% and should be investigated :)
