Eluned in Mag Mell is a cloth armor Merchant, only selling robes. She sells the three base type of cloth robes (Plain, Dress, and Fancy).
The first three sets of robe are declared unequippable by all classes. As far as I can tell, she is the only merchant selling cloth robes that do not work. The cloth merchants in TNN/Ardee and other areas sell the proper, equippable robes.
1. Go to Mag Mell as a Clothie(Any class will do, clothie preferable) at any level
2. Talk to Eluned, in a hut to the East of the central healer hut with Fagan.
3. Attempt to purchase a cloth robe (of the level 1 AF variety)
She just needs the same items as the merchant in Ardee, or the merchant in T.N.N.
All robes should be wearable by all classes at any time and no message should pop up eluding otherwise

It need not be said that all non class specific cloth armor is wearable by all classes, especially level 1 armor sold by level 1 vendors. All other merchants I have found that sell cloth robes are correct.
