Normaly in 1.65, minstrel charm can charm some purple. I have 36+8 ( 44 ) in instrument and i can't charm lvl 44 red mob , only the lvl 43. 7 lvl difference seems a cap.
WHen i was lvl 6 , i had charm some lvl 10 with 6+1 instru..
1.Take a minstrel with 36+8 in instrument
2.try to spam charm a lvl 43 mob
3.try to spam charm a lvl 44 : you can't
normaly charm doesn't have cap. remove cap charm spell
