This quest to level 6 as a reward an item level 22. I think it is not normal
1. Take Quest
2. Kill Mob
3. Receive istant item and exp reward
Searching the internet , I noticed that it is a starting bugs of the game , which was arranged with a later pach . Putting the quest available from level 22 to level 32. The mobs drops his head delivered to the quest giver will be the reward .
