2. Kill mobs that drop bracer of the silverhand
3. check stats
4. compare with daoc zam archived source
Change stats to
Strength: 4 pts
Quickness: 4 pts
Hits: 15 pts
Dexterity: 4 pts
Version 1.65 got Released in October 8, 2003
That link for the bracer is updated in Feb 2004 and still has 4,4,4 15hits stats.
