All throughout Hibernia, with the exception of Howth, blue con newbie mobs for level 1 players are missing. The result is that level 1s are forced to go up against yellow cons and get slaughtered without grouping or buffs/damage shields. With help this can be overcome, or by doing one of the newbie quests but this shouldn't be so and will drive away players as well.
Create a level 1 player, consider newbie mobs in various starting areas of Hibernia.
Like Howth, offer blue con fodder mobs for players starting out.
Everyone and anyone who has made a Hibernian character on the server that didn't start in Howth can confirm this.
