Werewolf Nobles in Varulvamn seem to drop low level boots. Much lower level than they should. (Grey to me at 39 though the noble itself conned yellow)
1. go to varulvamn
2. Kill some werewolf nobles, they are in the lord room
3. wait for boots to drop
Adjust the level of the gear this mob drops to be appropriate. (roughly level 38-40)
As you can see in the screenshot the boots that drop are grey con.
