1881: Masterpiece lacking imbue points

Description

Upon crafting a masterpiece level 18 hand axe, we found it having only 11 imbue points, whereas we expected it to have 12.

Reproduction Steps

1. Craft a masterpiece alloy hand axe
2. Attempt to imbue it with 12 points worth of stats
3. Don't because you'll go kaboom

Intended Behavior

I'm not expert on spellcrafting, but I've been using Kort's 1.45 [1] and double checked with Allakhazam's monstrosity [2]. Both of which claimed I'd have 12 imbue points.

Either something's broken with our imbue point calculation, or my crafting resources aren't up to the task. I'd appreciate it if you guys drop whatever tools you use to make templates in the comments section.
