Let me correct myself, Kearcs is spawning, but not correctly. He (according relating quests, and any source) should be spawning at the Slaver camp in North-east Salisbury Plains. He is however, spawning at his old location circa 2001 in Avalon Marsh besides Caer Witrin.
1. Read quest text of the quest entitled "Contyth's Hammer"
2. It tells you to find and kill Kearcs, at the aforementioned camp in the Plains
3. Find him however, at his old location nearby Caer Within in Avalon Marsh
The spawn location of Kearcs should simply be moved, to be accurate to patch 1.65.
