Bladeturn always absorbs an attack. However the higher attacker is, the lower the chance to turn the attack should be. Portal keep guards had a 100% chance to penetrate all kind of bladeturns (at least I remember no succesfull blocked attack when getting hit by PK ranger/melee guards from live around SI).
1. Get a bladeturn, either pulsing or self-cast
2. Get hit by a purple mob
3. Rence and repeat enough to dertermine the chance is too low/non existent
Bladeturns had a chance to be penetrated. I am not talking about PvP and archers with penetrating arrows introduced in patch 1.62, but about general PvE.
A warden guide on allakhazam mentions the formula:
"The chance of the bubble working in these cases is your level divided by the attacker's level."
So when doing purple mobs in a group the chance to get the BT penetrated should be around 25% by this formular which would match my experience from live servers pretty accurately. I remember the spell level or pbt was also supposed to make a difference, but I am unable to confirm this and have to put this aside as an urban legend.

Alternate source for post Atlantis, but I don't think that chance has gotten any change:
