When using MCL and you have 100% mana, you should get the animation but the timer for MCL should not activate since you have full mana. I tested with 100% mana and it resets the MCL timer for 5 minutes even when no mana regen was possible.. i.e. the RA was not used.
1. hit MCL when you are at 100% mana
2. Observe that you have to wait 5 minutes to use it again
3. profit!
MCL should not reset the RA timer unless some mana was regenerated. When at 100% mana and you hit MCL, the animation should appear but the timer should not reset and make you wait 5 minutes to use it again.
