While skilling up weapon crafting I noticed that as I approached 500 all of the exceptional shield recipes were coming into play at skill 495 except the Exceptional Heater Shield. Once I passed 500 skill that shield suddenly appeared on my list back on it's proper skill at 495. I was not able to view a recipe for it until I passed 500.
1. Make a weapon crafter at 475 skill and note the options available with exceptional shield recipes.
2. If the exceptional heater shield is not an option, then skill up to 501 and note that is suddenly appears on your recipe list.

The item should appear as a makeable recipe at 446 as a red make just like the other exceptional shields.
An item makeable at 495 skill should be seen as a recipe at 446 and not at 501.
