Killing the Charred Skeletal Commander will complete the quest, but it will not give you the Brimstone Breastplate. Attempted on a 30 Skald and 30 Shaman. This quest had worked for some other characters in the past at one point.
1. Kill the charred skeletal commander
2. See the quest completion text appear
3. See no breastplate in the inventory
Make the mob drop the OTD again. I'm not sure why it stopped working.
