2107: Hibdrop "Dazzling verdant bracer" incorrect levelrequirement

Description

When checking this normal bracerdrop its one of the only items that has a lvlreq of 50 to wear it.
Example if you are level 45 and wanna wear it for your template you have to wait until 50:<

Reproduction Steps

1. Go to housing or sheereo hills
2. Find a dazzling verdant bracer
3. try to equip on your level 1-49 chars

Intended Behavior

Remove the incorrect lvl50 requirement, so people can use their items when still xping up

But patchnotes 1.64 say the bracer existed, just to be sure:P
