Killing the Target NPC for the encounter has no results. I killed twice the NPC at the correct location and there was no encounter update
1. Go to the NPC location
2. Kill the mob
3. Look at the result
The target NPC should give quest update when killed. Also from the http://camelot.allakhazam.com/quests.html?cquest=219 says the mob should con green at 20 when he conned even at 20. Hope this helps.
The quest doesn't complete once the mob is killed therefor its a bug.
