Adair the Magician trainer in Howth gives quests. However, after you finish the quest, the yellow circle still highlights Adair, and Adair will offer you the quest again. I have confirmed this with both Learn the Path and Information is the Key quests
1. Create an elf magician
2. Go to Howth. Click on Adair and accept a mission
3. Complete mission. Click on Adair again and mission will be offered again
Once a quest has been completed, Adair should not offer it again
Every other quest-giver clears a quest after the quest has been completed
