In 1.65 we should only be able to use 1 quickbar and not all of the 3.
just start the game and you can set up all 3 quickbars.
in 1.65 you should only be able to use 1 quickbar for all your commands.
the quickbar #2 and #3 were added in patch 1.75 and not earlier.
