2151: [Mid] Eld Mob (OTD) in Muspelheim spawns without guards

Description

I found Eld walking around at the fire flower camp (Loc 17k, 18k) without having the two guards with him. Guards should be lower level then Eld.

Reproduction Steps

1. go to loc 17k, 18k in Muspelheim
2. wait for Eld
3. see that there is only Eld without guards

Intended Behavior

Just add the two guards to have the same difficulty by killing him as on live with patch 1.65.
