There isnt any difference between the level 29 damage shield in the augmentation line compared to the level 43 damage shield. I went over to Live and tested 44 augmentation spec and I yield 10 damage points higher on mobs with 43 damage shield than on Uthgard. Also the damage add is bugged. When you log out and log back in game the output damage values are lower, so you have to cancel the buff and recast it again in order to get the full damage add of the buff.

2. Testing 29 shield vs 43 shield on uthgard
3. Also check the DA so it works normally upon logout/login
Check the coding and make sure it is yielding the correct value.
Soloing and grouping with others on my aug healer watching and reading the combat logs and comparing it to my aug healer on live with the same spec. Not much has changed in regards to aug line especially with the damage shield on live vs uthgard.
