As a level 9 mercenary, I talked to [Sir Quait] outside Prydwen Keep (Camelot Hills). He did not offer me the [Lady Leana] quest, which he should.
1. Take a level 8-15 toon to Sir Quait outside Prydwen Keep
2. Talk to him
3. Notice you don't get offered a quest
Starting at level 8, you should get offered the [Lady Leana] quest.
