My lvl 12 Warrior went to Aesirdia in Dvailin and she did not have a quest ring at her feet. Even when I clicked on her she did not offer me the "Covet Wiley" quest.
This quest has been working and has nicely been improved by having Olag spawn in different places. Just like I remember it :]
1. Take a lvl 11 warrior to talk to Aesirdia in Audliten.
2. See that Aesirdia does not have a quest ring at her feet and will not give the quest to your character.
When you take any lvl 11 (or higher) character to Aesirdia in Audliten she should have a quest ring round her feet. She should also give you the "Covet Wiley" quest.
