As a level 9 mercenary, I talked to [Maggie McClellan] at the inn in Ludlow (Black Mountains South). She did not offer me the [Price of Courage] quest.
1. Take a level 9+ toon to Ludlow
2. Talk to Maggie McClellan
3. Verify she does not give you the Price of Courage quest
Maggie should offer the Price of Courage quest to level 9 or above players that have also completed the [Goblin Incursion] quest. (That one isn't implemented either atm)
