As a level 10 cleric, I talked to [Sir Defi] at Snowdonia Fortress. He did not offer me the "Intervention" quest.
1. Take a level 10 cleric or paladin character to Snowdonia Fortress
2. Talk to Sir Defi
3. Notice he doesn't offer a quest
Sir Defi should offer the 'Intervention' quest to members of the Church of Labion of level 10 or above.
