As a level 10 mercenary, I talked to [Lieutenant Brude] at Snowdonia fortress in Black Mountains North. He did not offer me a quest.
1. Take a level 10+ toon to Lieutenant Brude
2. Talk to him
3. Note he doesn't give you a quest
Lieutenant Brude should offer all Albion characters of level 10 or above the "Departed Hero" quest. Note that this quest is a follow-up for the "Simple Request" quest, which is also missing.
