As a level 12 mercenary, I sought out [Sir Kenley] in Camelot City. However, he is not at the guardhouse near the inn "Ye Mug" where he is supposed to be.
1. Go to Camelot City
2. Go to the guard tower right next to Ye Mug
3. Note that Sir Kenley is missing.
Sir Kenley should be upstairs in the guard tower handing out the [Bandit Camp] quest to players level 12 or above.

Behaviour on Uthgard:
Sir Kenley is nowhere to be found and the guards near the guard tower don't know him. (/where)
