2237: "Staff of the Storm" can be equipped as a one handed weapon

Description

The "Staff of the Storm" (Albion) can be equipped as a one handed item.

Reproduction Steps

1. Create Staff of the Storm
2. Wear it as a one handed weapon

Intended Behavior

All Staff weapons should be restricted to being Two Handed weapons.
