2261: [HIB] Item "Swordman's Belt" has wrong item level

Description

The Hibernian item "Swordman's Belt" has an incorrect item level in it presently valid version.

The incorrect item level is level 13.

Reproduction Steps

1. Finish the quest "Dying Favor"
2. Receive the above mentioned item
3. Compare its item level to the sources and notice the difference

Intended Behavior

The above mentiond item's item level must be level 9.
