I killed Thistle but did not get the one time drop. Shape-changer's Vest is supposed to drop from this named squabbler.
1. Go to 7k,22k in Cruachan Gorge
2. Find Thistle among the other squabblers
3. Kill him and notice the missing one time drop
Check if item is set up correct in code to be a one time drop
