iconic Alb quest Weakened Bonds is not available, also not on /whi gem staff to Librarian Pelan

Reproduction Steps

1. be level 27 or higher
2. go to Librarian Pelan, north of patio at Academy building, 2nd floor
3. try to interact with Librarian Pelan or /whisper gem staff to get quest
4. don't get quest

Intended Behavior

Librarian Pelan should give this quest to all classes from level 27
