2284: [HIB] Quest "Season of Remorse" not implemented

Description

The quest "Season of Remorse" was not given to me (Warden level 30) by the quest giver, "Irksa" in Howth.

Reproduction Steps

1. Be at least level 28
2. Go to Howth and talk to "Irksa"
3. Notice that Irksa does not initialize a quest dialogue

Intended Behavior

Please implement the quest "Season of Remorse".

Please note that all of these proofs agree on level 28 as the starting level and that none of these proofs shows any evidence that Wardens are excluded from the quest.

Hence the quest is missing.
