The 2nd step of the quest asks you to find Lady Aelawen, just south of Prydwen Keep bridge and to have her escort you to West Downs.
1. Make a Guild of Shadows character, and level up to at least level 7
2. Begin Traveler's Way Supply Run epic quest.
3. After reaching the bridge and not finding Lady Aelawen there, you can locate her near a tree behind West Downs at roughly 31k 5k Salisbury Plains standing on a hill, unresponsive to anything you do.
Return Lady Aelawen to Prydwen Keep bridge, ensure she is responsive to players on this leg of the epic quest.
Lady Aelawen is not by her assigned location, which is the bridge. Which is clearly stated in the quest log that she will be.
